Does permanent makeup (especially lip and eyebrow makeup) invalidate ablution (wudu)?

This question is frequently asked. According to the Presidency of Religious Affairs, permanent makeup is performed by injecting dye under the skin (under the epidermis). Since it does not create a layer on the skin’s surface that prevents water contact (like nail polish), it does not hinder water contact with the skin and therefore does not invalidate ablution (wudu).
